Representative Phillips moved and asked unanimous consent that the             
House consider the Senate message (page 3657) on the following at              
this time:

"An Act making a special appropriation to the Department of                   
Natural Resources for refunds to certain veterans who purchased                
state land and for reimbursement to the University of Alaska for               
the veterans' land discount applied to land transferred to the                 
University of Alaska; and providing for an effective date."

SENATE CS FOR CS FOR HOUSE BILL NO. 59(FIN)                                   
"An Act making a special appropriation to the Department of                   
Natural Resources for refunds to certain veterans who purchased                
state land and for reimbursement to the University of Alaska for               
the veterans' land discount applied to land transferred to the

There being no objection, it was so ordered.                                   
                                                                               
                                                                               
Representative Phillips moved that the House concur in the Senate              
amendment to CSHB 59(MLV), thus adopting SCS CSHB 59(FIN),                     
and recommended that the members vote yes.                                     
                                                                               
                                                                               
The question being:  "Shall the House concur in the Senate amendment
